From Tools to Outcomes: Why Agentic AI Is Quietly Replacing Vertical SaaS in Regulated Industries

The dominant story in AI right now is not a new model. It is a structural shift. Solo agents are becoming cooperating teams, software is becoming outcomes, and the buyer in regulated industries is being asked a different question entirely.

The shift you can already feel

For most of the last two years, the conversation about AI in the enterprise has been a conversation about tools. Better autocomplete in your IDE. A copilot in your spreadsheet. A chatbot pinned to your CRM. The framing has been familiar and comfortable. AI is a feature on top of the software you already buy.

That framing is quietly breaking.

Walk into any serious AI conversation in April 2026 and two ideas keep surfacing. The first is that single agents have peaked as a category and the next wave is teams of agents that cooperate. The second is that the unit being sold is no longer the tool but the outcome. The combination changes who buys, what they buy, and how they measure value.

For regulated industries (finance, healthcare, legal, government, infrastructure) this shift matters more than it does anywhere else. The regulators know it. Boards are starting to know it. Most operating teams have not yet caught up.

From a single agent to a working team

The first wave of agentic AI looked a lot like a clever assistant with hands. You asked it to do something, it ran a browser, it wrote some code, it sent an email, it came back. Useful. Limited. A solo player.

What is shipping now is different. The new architectures look more like small teams. A planner agent decomposes a goal. Specialist agents handle the parts they are good at. A reviewer or critic agent challenges the work. An orchestrator stitches the result together and decides when the job is actually finished.

The reason this matters is not that it is more impressive. It is that it changes what the system can credibly take responsibility for. A single agent can draft. A team of agents can deliver. A draft is something a person has to verify. A delivered outcome is something a person can audit.

That distinction, verify versus audit, is where the value moves.

The business model is changing under everyone's feet

For two decades, vertical SaaS has had the same shape. Identify a niche. Build software the niche cannot easily build itself. Charge per seat. Hold on as the niche grows.

Vertical AI does not fit that shape. The buyer is not paying for software they have to learn and operate. They are paying for the result they used to staff. A claims triage outcome. A regulatory filing prepared. A discharge summary drafted. A support case resolved. The thing being sold is what used to come out of a labour budget, not what used to come out of a software budget.

Three things follow from this, and all three are uncomfortable for incumbents.

The first is that the moat moves. When the software build itself is increasingly commoditised, the defensible position is no longer that you are the only one who can build the thing. It is that you are the only one with the distribution, the judgment, the data and the trust to deliver this outcome at scale. That is a very different competition.

The second is that pricing moves. Per-seat pricing makes less sense when the buyer is not adding seats. Outcome-based pricing (per case, per filing, per resolved ticket) is becoming the natural unit. Some categories will go further and price as a percentage of the labour budget displaced.

The third is that the buyer moves. A vertical SaaS deal usually lived inside a software budget signed off by a CIO or a department head. A vertical AI deal often lives inside a labour budget signed off by a COO, a CFO or a head of operations. Different signatures, different conversations, different calendars.

What this means for regulated industries

The regulated end of the market is where this gets interesting, and where it gets sensitive.

In financial services, an APRA-regulated entity does not simply outsource a regulated function and walk away. Accountability for the outcome stays inside the regulated entity. A board cannot delegate fiduciary care to a vendor, an agent or a swarm of agents.

The same logic applies in health, in law, in critical infrastructure and in any domain where the wrong answer creates harm that the law actually cares about. Regulators are not going to let "the AI did it" become a defence.

What this means in practice is that the agentic AI conversation in regulated industries is not really a conversation about capability. The frontier models are already capable enough for a long list of tasks. The conversation is about three other things.

It is about evidence. If a team of agents drafted, reviewed and lodged a regulatory filing, can the firm show the work, on demand, in a form an auditor will accept?

It is about reversibility. When the agentic system is wrong, can it be unwound? If it sent the letter, started the payment or amended the record, what is the rollback?

It is about boundaries. What is inside the system's authority and what is not, and is that boundary visible to the people who have to sign for it?

These are not deal-killers. They are design parameters. The firms that get this right are not the ones that ban the technology and they are not the ones that let it run free. They are the ones that treat agentic AI the way mature firms have always treated outsourcing, model risk and operational risk: with a control framework that matches the consequence.

ISO 42001 helps. APRA CPS 230 helps. Existing model risk and operational resilience programs help. None of them were written for cooperating teams of autonomous agents, but each of them has the structure to be extended.

The governance counter-current

The other reason this shift will not be quiet for much longer is the governance reaction.

After two years of accelerating capability, the regulatory and policy push is now visible in every major market. Australia is no exception. The Voluntary AI Safety Standard, the proposed mandatory guardrails for high-risk AI, the Privacy Act reforms and the steady drumbeat of guidance from APRA, the OAIC and sector regulators are all pointing in the same direction. If you are deploying AI in a way that affects people, you are expected to be able to explain what it does, prove that you tested it, show that you control it, and demonstrate that you can detect when it goes wrong.

The pace of capability is not going to slow down to give policy time to catch up. What that means for boards is that the cost of waiting is no longer that you are behind on technology. It is that you are behind on evidence. The firms that build the evidence trail now, even at small scale, are the ones that will be able to scale agentic AI later without rebuilding the foundations.

What to do about it now

For Australian businesses in regulated industries, four moves are sensible right now, in order.

First, separate capability from authority. It is fine to let an agentic system do far more than it is allowed to act on. Read-only and recommend-only deployments are powerful, lower-risk and produce the evidence base for everything that comes later.

Second, instrument before you scale. The single most under-rated investment in agentic AI is logging. What the system saw, what it decided, what it did, and who approved it. Without that, none of the governance frameworks have anything to bind to.

Third, write the rollback. Every agentic workflow worth running should answer one question on the whiteboard before it goes live: when this is wrong, what happens. The systems that have a clean answer to that question are the systems that can be defended in front of a regulator.

Fourth, treat the budget question seriously. If a vendor is selling outcomes, the right buyer in your firm is probably not the one who normally buys software. Get the conversation into the operations and finance side of the house early, because that is where the value will land.

Where the value lands

The headline-grabbing AI story in 2026 will keep being about new frontier models and bigger numbers. The story underneath, which matters more, is the one playing out in procurement meetings and risk committees. Software is quietly becoming labour. Tools are quietly becoming outcomes. Solo agents are quietly becoming teams.

For regulated industries, the prize is not getting the cleverest model. It is being the firm that can put cooperating agents to work, prove what they did, and stand behind the result. That is what the outcome economy is going to reward, and that is the change worth preparing for now.
